- Elgin Community College installed 6 Flock cameras that read license plates for student safety in 2025 April. That same year, September the school became concerned that data was shared with U.S. Customs and Border Protection, video security was inadequate, and access was abused. - In 2025 October, the school asked for the cameras to be removed, but Flock refused, saying it had not violated the contract. December the school again offered to pay the remaining 5 months of contract fees and asked for removal, but received no answer. This is according to President Peggy Heinrich, as cited in a Chicago Sun-Times report. - School staff covered the cameras with black garbage bags and string, but workers in unmarked vehicles reportedly removed them at each inspection. Heinrich's assumption is that the vehicles belonged to Flock. Flock removed the cameras only in April of this year, after the contract ended.

A school asked the vendor to remove the license plate reading cameras, and the article says the vendor did not respond. The article does not say how the termination terms were written in the contract, so I think the first step is to check the early termination clause and the removal procedure in the documents. The part about an unmarked vehicle removing the cover is the school's assumption, so it is better to read it separately. If you have handled a contract for installing surveillance equipment, I am curious how specifically you wrote the termination clause.
