Especially, the provision requiring internet service providers to block VPN use or perfectly determine locations imposes an excessive burden on them, which is an important point in this ruling. However, since the provision forbidding VPN usage guidance has not yet undergone legal judgment, we should also consider how this part might affect actual operations.
