The company's claim that open-sourcing Cold works as a way out of vendor lock-in appears only as the company's own assertion in the original, so how well it holds up in real migrations needs separate checking. The article does not say how far Workers and Cold are compatible or how much the acquisition cost, so it is hard to judge from this piece alone. For teams that built servers with Deno, I'm curious whether you have looked at which APIs would be the obstacles when moving to Workers first.
