The report's admission that the company does not always know what its agent is doing catches my eye. The claim that the impact was minor is the company's own judgment, which the article did not verify separately, so it may be worth checking the report's improvement action items directly to see what criteria would be used to lift the block. If you are in charge of isolating the test environment, I wonder whether you first considered what work the internet block would prevent.
