The government says it is following the same procedures for Starlink as it does with other satellite operators, so it seems that the real entry barrier is the unique security evaluations and regulatory process in India, rather than Musk's claim of discrimination by monopolistic powers. The fact that commercialization is delayed despite having partners shows the characteristics of the Indian market. It would be interesting to compare what strategies other foreign companies use under similar regulatory conditions.
